Terry, I don't think it is anything to do with getting the support of the two bishops. It's been on Howard's mind since 1998 when he announced in his victory speech that it would be his number one priority. That didn't translate into action, but I think you can take it that the issue has lain on his conscience, even as he has taken the votes of those who think Aborigines get too much. A lot of this agenda has been kicked along by Mal Brough who really has a passion for it, as well as Noel Pearson.
