Firstly, let me say that the last report I saw stated that between 2 and 3 cents of the 38c excise on fuels was actually spent on road works. 
Secondly, I am retired and I stay off the roads as much as possible. In the 10 years since I retired, I consider the traffic has doubled. 
Thirdly, the 38c is a national tax, the 2c to 3c is a national return to road works. 
Fourthly, I mention Moggill Road because I know it, but, if I was familiar with other cities, I could have named other streets and roads. 
It is a case of using terminology that one is used to.
