I don't think that really addresses my comment, Ann. I didn't suggest that public hospitals - especially those in rural areas - weren't underfunded (which I think they are). Merely that the $3.5bn does not directly profit private companies. 
 
I'd also suggest that no matter how good your health system is, you will unfortunately find gaps in the system where people fall through.
