rural and remote areas...

Need people be encouraged to go or remain in rural and or remote areas ? 
 
Employer encouragments are provided to teachers, police, almost anyone who has choice of moving or not moving... but these are employers who can easily pass on the cost to tax payers.  
 
Tax rebates/offsets previously were important part of the balancing for social and economic losses restricting many people from leaving metropolitan areas, are they still ?
